Preparing for a Kinetic Civil War – What is the Government Doing and How You Can Prepare
The possibility of a kinetic Civil War in the United States has been brought to the forefront of people’s minds recently. There are many signs that the government is preparing for such an event. In this blog post, we will explore the factors that lead to kinetic conflict, what preparations the government is making, and how you can prepare for a civil war should it break out.

According to those involved in our government’s preparedness, the first thing they want you to understand is that the government is not preparing for a civil war because they want one. They are merely taking precautions in case the situation deteriorates to that point. Much like how you might keep a fire extinguisher in your home in case of a fire, the government is keeping contingency plans in place should the worst happen.
Anocracy and Identity-Based Political Parties/Politics.
According to Barbara F. Walter, Rohr Chair in Pacific International Relations and an adjunct professor in the UC San Diego Department of Political Science, UC San Diego and Author of “How Do Civil Wars Happen?” there are many factors that can lead to civil war, but two of the most common are anocracy and identity-based political parties/politics.
Anocracy, is a form of government in which power is shared between a small group of people. This group may be elected by the people, or they may be chosen by the ruling elite. An anocracy is different from a democracy because it does not have strict rules about how power is to be divided between the different groups. This form of government often leads to social unrest which can quickly escalate into violence.

Identity-based political parties/politics has been on the rise in recent years, with people increasingly identifying themselves as part of a particular group based on shared characteristics like race, ethnicity, religion, or sexual orientation. This type of politics can often be seen as a reaction to an “other” that is perceived as threatening or different from oneself. Some observers argue that the rise of identity politics is a reaction to globalization and the loss of traditional social bonds. Others contend that it is a result of the failure of existing parties to address the needs of certain groups.
Barbara F. Walter has described the current emotional state of the US “for the average citizen, it just means that popular sovereignty isn’t really in the hands of citizens as a whole, but in the hands of a small subset of citizens, or in the executive branch” She goes even further to say “weak political institutions, ethnic entrepreneurs, a once-dominant group resentful of changing power and demographics, and extremists thinking that violence is the only way to maintain political power”.
While her paradigm is strictly from the extreme left, her points are no less valid. There are many on the right and the left that feel just as disenfranchised. This is one of the factors that makes our current situation so dangerous. When people feel like they have no voice and no way to change their situation, they often turn to violence.
Government Preparations for a Kinetic Civil War.
So, what is the government doing to prepare for a potential civil war? Unfortunately, we cannot know everything that they are doing, but we can make some educated guesses.
Government is arming themselves in case of a kinetic civil war.
One of the most obvious things they are doing is stockpiling weapons and ammunition. The Department of Homeland Security (DHS) put out a request for 450 million rounds of .40 caliber ammunition. DHS claims that they need this ammunition for target practice and training, but many people are skeptical of this explanation. The DHS is not the only government agency that has been stockpiling weapons and ammunition. The Department of Education, the Social Security Administration, and even the National Weather Service have all “allegedly” been stockpiling guns and ammunition in recent years.
Detention of large numbers of people in case of a kinetic civil war.
Another thing the government is doing is making plans for the detention of large numbers of people. Updated in 2015, the Department of Army (DOA) released a document called “Internment and Resettlement Operations – FM 3-39.40” which outlined the plans for the detention of large numbers of people in the event of a national emergency. The document specifically mentions as part of internment, these populations include U.S. military prisoners, and multiple categories of detainees (civilian internees [CIs], retained personnel [RP], and enemy combatants), while resettlement operations are focused on multiple categories of dislocated civilians (DCs).
Kill orders and the “Laws of War”.
The government is also working on plans to “take away the rights of American citizens”. Updated in December 2016, the Department of Defense released a document called the “Law of War Manual” which outlines when and how the US military can kill American citizens. The manual discusses the rights of American citizens whether or not they are “engaged in hostilities” against the United States and how they may be engaged by members of the US Military.
Internet kill switch.
The government is also making plans to control the internet in the event of a national emergency. The Federal Communications Commission (FCC) released a document called the “National Broadband Plan” which outlined the FCC’s plans to regulate and potentially take over the internet in the event of a national emergency. The current plan, in part, established the governments influence on the broadband ecosystem by reforming laws, policies, standards and incentives to maximize the benefits of broadband in sectors government influences significantly, such as public education, health care and government operations.
Censorship and disinformation.
The Department of Justice has admitted to working with social media platforms to censor and remove content that they deem to be “offensive” or “criminal.” The DOJ has also been working on plans to create a database of “extremist” Americans. Additionally, they are working with telecommunications companies to collect and store data on Americans’ phone calls and internet usage.
Federal, state, and local collaboration.
In addition to the above laws being put in effect, the federal, state, and local governments are taking steps to ensure that they can maintain control of the population should a civil war break out. This includes things like setting up checkpoints, establishing curfews, and increasing surveillance. They are also working on plans to detain and/or deport anyone they consider to be an enemy combatant, enemy civilian, or a threat to national security.
You’re Not Alone.
You may feel isolated and alone in your preparedness efforts, but you are not. The French Resistance during WWII is a good example of how an organized group of civilians can make a difference in the outcome of a war. The resistance started out with lone individuals that carried out small acts of defiance and resistance. Unfortunately, most of these individuals were captured and killed. But, as the war progressed and more people joined the resistance, they became better organized and more effective. They carried out acts of sabotage, intelligence gathering, and espionage. They also assisted in the escape of Allied soldiers and Jews who were being persecuted by the Nazis.
Things You Can Do to Prepare for a Kinetic Civil War.
Here are some things you can do to prepare for a kinetic civil war: besides the basics like stocking up on food, water, and other supplies that you would need to survive for an extended period of time without leaving your home, you should also consider things like:
- Learning how to defend yourself and your family
- Learning how to identify the enemy and differentiating between friend and foe
- Learning how to spot surveillance and avoid being tracked
- Learning how to communicate without using the internet or phone lines
- Learning how to adopt the grey man approach
- Joining or forming a resistance group in your area
The most important thing you can do is to stay informed and stay alert. Be prepared for the possibility that things could escalate quickly and be ready to take action to protect yourself and your loved ones.

We are simply pointing out that the government is preparing for a civil war, and we should all stay prepared for the possibility of needing to protect ourselves and our families.
We do however, advocate for civil-resistance and that it is our duty as Americans to defend the Constitution against all enemies, foreign and domestic. This means we need to be prepared mentally, physically, and spiritually.
